What do you mean by normalization?
Normalization is the process of adjusting values measured on different scales (eg. project sizes, locations) to a notionally common scale, often prior to averaging. In more complicated cases, normalization refers to more sophisticated adjustments where the intention is to bring the entire population of adjusted values into alignment with a predetermined standard and/or value. Normalized values allow the comparison of corresponding normalized values for different datasets in a way that eliminates the effects of certain gross influences. In some cases normalization involved only a rescaling in order to arrive at values relative to some size variable.
